Declarations are international instruments that are generally quasi-legal in nature. Unlike a treaty or other international agreement, a declaration is usually intended to serve as a statement of aspiration, belief or support. Parties often deliberately choose to term an international instrument a declaration to reflect its non-binding and aspirational nature..
It should be noted, however, that although a declaration is usually not binding, it is the intent behind the declaration and any attendent documents that ultimately determines whether it has binding legal force. Additionally, some declarations serve as statements of customary international law, which has legal force in its own right.
Declarations are also utilized by international, intergovernmental and non-governmental organizations to serve as objective, policy or event outcome documents.
